It was once a common practice amongst nations to broadcast coded messages to it’s spies stationed in overseas countries, especially during the cold war. Anyone having watched the recent series The Americans can attest to this – It’s a great series btw, you should check it out. It’s not so common then, that the same signal – nicknamed UVB-76, broadcasting since the late 70s still sends out snippets of Swan Lake and the question mark broken down into morse code.
